Why a Roof Inspection Matters in Central Florida
Central Florida roofs take strong sun, heat and humidity most of the year, plus summer thunderstorms and hurricanes. Heat and UV dry out shingles, sealants and pipe boots, and small problems such as a lifted shingle or a cracked tile can let water in long before you see a stain on the ceiling.
A roof inspection finds those problems while they are still small. It also gives you what your insurance company may ask for on an older roof: the roof covering, its age, its condition and how much useful life it has left. Many homeowners call us when a renewal notice or a letter about roof age arrives, after a storm, before buying or selling a home, or simply because the roof is getting older.
What a Home Pros Roof Inspection Covers
We inspect the roof from the outside and check the attic where we can reach it. Every roof gets a look at the flashing around walls and chimneys, valleys, vents and pipe boots, gutters and drip edge, soft spots in the decking, and signs of past leaks inside. Then we look closely at the roof covering itself:
- Shingle roofs: lifted, creased, cracked or missing shingles, heavy granule loss, exposed nails and worn sealant. See asphalt shingle roofing.
- Tile roofs: cracked, slipped or broken concrete and clay tiles, loose ridge and hip tiles, and worn underlayment under the tile, which is where many tile roof leaks start. See tile roofs.
- Metal roofs: loose or backed out fasteners, worn washers, open seams, rust at cut edges and gaps in trim and flashing. See metal roofing.
- Flat and low slope roofs: ponding water, blistered or split membrane, open seams, and clogged drains and scuppers on porches, carports, additions and commercial buildings.
For steep or fragile roofs, ask about a drone roof inspection, which lets us photograph the roof without walking on it.

Insurance Roof Inspection Forms: Citizens, 4 Point and Wind Mitigation
Florida insurers often want proof of your roof’s age and condition, especially on older homes. These are the forms homeowners in Apopka and Orlando ask us about most:
- Roof inspection form: records the roof covering, roof age, remaining useful life, the date of the last roofing permit and any visible damage. Citizens publishes its own Roof Inspection Form and says it must be signed by a Florida licensed general, residential, building or roofing contractor, a building code inspector or a licensed home inspector, with photos of each roof slope. Other insurers use their own roof certification or roof condition forms.
- 4 point inspection: reports the age and condition of the roof, electrical, plumbing and heating and cooling systems. Citizens requires one on homes more than 20 years old, and says serious problems such as active leaks or signs of leaks should be repaired before you apply.
- Wind mitigation inspection: uses the state form OIR B1 1802 to record features that help a home resist wind, such as roof covering, roof deck attachment, roof to wall connections and opening protection. A good report can qualify you for premium discounts.
Here is how Home Pros fits in. As a licensed roofing contractor, Home Pros fills out insurance roof inspection forms, such as the Citizens Roof Inspection Form. Full 4 point and wind mitigation reports are done by the licensed inspector your insurer accepts. We inspect the roof first and fix leaks or damage before that inspection, so your roof is ready. Learn more on our roof inspection for insurance page.

Florida's 15 Year Roof Law and Older Roofs
Under section 627.7011(5), Florida Statutes, an insurer may not refuse to issue or renew a homeowners policy only because the roof is less than 15 years old. For a roof that is at least 15 years old, the insurer must let you have the roof inspected by an authorized inspector, at your expense, before it requires a roof replacement. If the inspection shows the roof has 5 years or more of useful life left, the insurer may not refuse to issue or renew the policy based on roof age alone.
A few details matter:
- Roof age is counted from the last date 100 percent of the roof was built or replaced under the building code in effect at that time.
- The law lists roofing contractors among the authorized inspectors an insurer can approve, along with licensed home inspectors, building code inspectors, general, building and residential contractors, engineers and architects.
- It applies to homeowners policies issued or renewed on or after July 1, 2022. It does not cover mobile home policies, and insurers can still decline for other lawful reasons, such as roof condition.
Citizens Property Insurance has its own roof rules. Shingle and other soft roofs older than 25 years, and tile, slate, clay, concrete or metal roofs older than 50 years, need documentation showing at least 5 years of remaining useful life. If the roof has less than 5 years left, Citizens requires proof of a full roof replacement before it writes a policy.
If your roof does not have that much life left, we tell you plainly and give you a written estimate for a roof replacement. If it only needs a roof repair, we fix it so the roof is ready for the inspection.
Roof Inspections After a Storm
Atlantic hurricane season runs June 1 through November 30, and afternoon thunderstorms with gusty winds are common all summer. Wind can lift and crease shingles, crack tiles and loosen metal panels without a leak showing right away, and water can spread under the roof for days before a stain appears.
After a storm, call 407-766-4388. We are available 24/7. We inspect the roof, photograph the damage, tarp the roof when it is safe, and then make a lasting repair. You file any claim with your insurer, and our photos and written findings help you show what happened. See storm damage roof repair, roof leak repair and emergency roof tarping in Sanford.
Be careful with anyone who knocks after a storm and pushes you to sign right away or to sign over your insurance benefits.
Roof Permits in Apopka, Orlando and Orange County
A roof inspection does not need a permit, but most roof replacements and many repairs do, and the permit office depends on where your home is:
- Inside Apopka city limits, permits come from the City of Apopka Building Safety Department through its OpenGov portal. Neighborhoods such as Errol Estate are inside the city.
- Some streets with an Apopka mailing address are in unincorporated Orange County, where the Orange County Division of Building Safety issues the permit.
- Inside Orlando city limits, permits come from the City of Orlando Permitting Services. Seminole County, Lake County and cities such as Winter Park and Sanford issue their own.
Home Pros confirms the jurisdiction for your address, pulls the permit and schedules the inspections. Florida’s building code also generally limits roof repairs to 25 percent of a roof section in any 12 month period; past that point, the whole section has to meet the current code. Roofs installed under the 2007 Florida Building Code or later are exempt from that limit. We check which rule applies before we recommend a repair or a replacement.
When to Schedule Your Roof Inspection
- Before hurricane season: spring is a good time to find loose shingles, cracked tiles and worn flashing before June 1.
- After a major storm: even if you do not see a leak yet.
- Before your insurance renewal: especially if your roof is 15 years or older or your home is more than 20 years old.
- Before you buy or sell a home: so everyone knows the roof’s age and condition.
- When you see a warning sign: ceiling stains, granules in the gutters, missing shingles or a sagging roofline.
Home Pros Roofing and Contracting was approved for The Good Contractors List only after passing their rigorous vetting process. Very few Florida contractors meet that standard, which is why you will find so few of them listed. Qualifying work is backed by the list's $25,000 third party workmanship guarantee, free to homeowners, so you can hire with confidence. View our Good Contractors List profile.

Roof Inspection FAQs for Apopka, Orlando and Central Florida
How much does a roof inspection cost with Home Pros?
The Home Pros roof inspection is free, with no obligation. You get photos of your roof and an honest recommendation. If your insurance company needs a signed roof inspection form, tell us when you call 407-766-4388 so we can bring what the form requires.
What does a roof inspection cover on a Florida home?
We check the roof covering, flashing, valleys, vents, pipe boots, gutters and drip edge, look for soft decking, and check the attic for leak signs where we can reach it. On shingle roofs we look for lifted, cracked or missing shingles and granule loss; on tile roofs, cracked or slipped tiles and worn underlayment; on metal roofs, loose fasteners, open seams and rust; and on flat roofs, ponding water, membrane damage and clogged drains.
Can Home Pros fill out my Citizens roof inspection form in Orlando or Apopka?
Yes. As a licensed roofing contractor, Home Pros fills out insurance roof inspection forms, such as the Citizens Roof Inspection Form. Citizens says that form must be signed by a Florida licensed general, residential, building or roofing contractor, a building code inspector or a licensed home inspector, with photos of each roof slope. Ask your agent which form and deadline apply to your policy.
Do you do 4 point inspections in Apopka and Orlando?
A full 4 point inspection covers the roof, electrical, plumbing and heating and cooling systems, so it is done by the licensed inspector your insurer accepts. Home Pros handles the roof: we inspect it, fill out insurance roof inspection forms such as the Citizens Roof Inspection Form, and repair problems before your inspection. Citizens requires a 4 point inspection on homes more than 20 years old.
What is the Florida 15 year roof law?
Under section 627.7011(5), Florida Statutes, an insurer may not refuse to write or renew a homeowners policy only because the roof is less than 15 years old. For a roof 15 years or older, the insurer must let you have the roof inspected by an authorized inspector, at your expense, before requiring a replacement. If that inspection shows at least 5 years of useful life left, the insurer may not refuse the policy based on roof age alone. Insurers can still decline for other lawful reasons, and the rule does not apply to mobile home policies.
How old can my roof be for Citizens?
Citizens asks for documentation of at least 5 years of remaining useful life on shingle and other soft roofs older than 25 years, and on tile, slate, clay, concrete or metal roofs older than 50 years. If the roof has less than 5 years left, Citizens requires proof of a full roof replacement before a policy is written.
What is the difference between a 4 point inspection and a wind mitigation inspection?
A 4 point inspection reports the age and condition of the roof, electrical, plumbing and heating and cooling systems, and insurers use it to decide whether to accept an older home. A wind mitigation inspection uses the state form OIR B1 1802 to record features such as roof covering, roof deck attachment and roof to wall connections, which can qualify you for premium discounts. The licensed inspector your insurer accepts completes both.
Should I get my roof inspected after a hurricane or storm?
Yes. Wind can lift shingles and crack tiles without any leak showing right away. Home Pros is available 24/7 at 407-766-4388. We inspect the roof, take photos, tarp it when it is safe, and then make the repair. You file any claim with your insurer, and our photos and written findings can help. Be careful with anyone who knocks after a storm and pushes you to sign right away.
Do I need a permit for a roof inspection in Apopka?
No permit is needed just to inspect a roof. If the inspection leads to a reroof or a permitted repair, homes inside Apopka city limits are permitted through the City of Apopka Building Safety Department and its OpenGov portal, and homes in unincorporated Orange County go through the Orange County Division of Building Safety. Inside Orlando city limits, the City of Orlando issues the permit. Home Pros confirms the jurisdiction for your address and pulls the right permit.
When is the best time to schedule a roof inspection in Central Florida?
Before hurricane season, which runs June 1 through November 30, and again after any major storm. It also makes sense to schedule one before your insurance renewal if your roof is 15 years or older, and before you buy or sell a home.
How do I choose who inspects my roof?
Check the license on the Florida DBPR license search and pick a local company with a real address. Home Pros Roofing and Contracting holds Florida licenses CGC1527172 and CCC1332789, is based at 1935 Rafton Rd in Apopka, has served Central Florida since 2015, and is a member of The Good Contractors List, an exclusive network that accepts contractors only after a rigorous vetting process.
Whether your insurer needs a roof form, a storm just passed, or your roof is getting older, a licensed local roofer can tell you exactly where it stands.
