Roof Repair in Orlando, FL
Many Orlando roofs do not need to be replaced. They need a good repair. The problems we fix most often here include:
- Shingles lifted, creased or torn off by summer storm winds.
- Cracked or slipped concrete and clay tiles, and worn underlayment under tile roofs.
- Split or chewed pipe boots and failed vent seals.
- Leaks at wall, chimney and skylight flashing.
- Water ponding on flat and low slope roofs over porches, carports and additions.
- Soft or rotted decking under an old leak.
We are based in Apopka, northwest of downtown Orlando, and we repair roofs all over the city and the surrounding area. For roof replacement, inspections and everything else we do in the city, see our Orlando roofing contractor page.
Roof Repair Permits in Orlando, Orange County and Nearby Cities
Who issues the permit depends on where your home is:
- Inside Orlando city limits, the City of Orlando Permitting Services Division says you need a building permit to replace or repair the roof on your home. For re roof jobs, the city requires a dry in inspection while the work is in progress and a signed inspection affidavit on the roof decking nailing and secondary water barrier before the final inspection. When the work is worth more than $5,000, a recorded Notice of Commencement is also required.
- Many homes with an Orlando mailing address, including much of Dr. Phillips, Conway and Pine Hills, are in unincorporated Orange County, where the Orange County Division of Building Safety issues roof permits.
- Cities such as Apopka, Winter Park, Maitland, Ocoee, Winter Garden and Sanford, and Seminole, Lake and Osceola counties, run their own permit offices.
We look up your address, tell you whether your repair needs a permit, and pull it in our name when it does. Repairs are made to the Florida Building Code, 8th Edition (2023), which took effect statewide on December 31, 2023. A permit also leaves a record of the work, which helps when an insurer or a buyer asks about your roof.
The 25 Percent Rule: When a Repair Is Allowed
Section 706.1.1 of the Florida Building Code, Existing Building, limits roof repairs: not more than 25 percent of a roof or roof section can be repaired, replaced or recovered in any 12 month period unless the whole roof or section is brought up to the current code.
There is an important exception. If the roof or section was built, repaired or replaced under the 2007 Florida Building Code or a later edition, only the repaired portion has to meet the current code. In plain terms, an older roof with widespread damage may need a full replacement, while a newer roof can often be repaired in sections.
We check your roof’s age and permit history before we recommend anything. If a repair is not allowed or will not last, we tell you, and our roof replacement page explains what comes next.
Shingle, Tile, Metal and Flat Roof Repair
- Asphalt shingle: lifted, creased and missing shingles after wind, worn spots where granules have washed off, and failed seals along ridges and valleys. Home Pros is a TAMKO Pro Certified Contractor and a CertainTeed ShingleMaster.
- Tile: cracked and slipped concrete or clay tiles, and worn underlayment, which is the real waterproof layer under the tiles. See tile roof repair in Orlando.
- Metal: loose or backed out screws, worn screw washers, and open seams or flashing. See metal roof repair.
- Flat and low slope: ponding water, split seams and blisters over porches, carports, additions and commercial buildings. See flat roofing.
- Mobile homes: see mobile home roof repair in Orlando.
Pipe Boots, Flashing and Other Common Leak Spots
A lot of Central Florida leaks have nothing to do with the shingles or tiles. They start where something comes through the roof or where the roof meets a wall:
- Pipe boots: most pipe boots on Central Florida roofs are lead, fitted over the PVC plumbing vent. Old lead boots can split at the base, and squirrels like to chew them.
- Wall and chimney flashing: where a roof meets a second story wall or a chimney, loose or rusted flashing lets wind driven rain in behind it.
- Skylights and vents: dried out sealant and cracked vent covers.
- Valleys: leaves and pine needles pile up and hold water where two roof slopes meet.
These are often small fixes when they are caught early. Learn more about roof leak repair.
Storms, Hurricane Season and Your Roof
Orlando roofs deal with more than most. Summer brings afternoon thunderstorms with heavy rain, gusty winds and lightning on many days. Atlantic hurricane season runs June 1 through November 30, and even a tropical storm passing nearby can lift shingles and drive rain under flashing. Strong storms can also bring hail that bruises shingles and cracks tiles, and falling oak limbs puncture roofs all over town.
If a storm damages your roof:
- Stay off the roof and away from downed lines and hanging limbs.
- Take photos of the damage you can see from the ground and of any leaks inside.
- Call Home Pros at 407-766-4388. We are available 24/7 and tarp the roof when it is safe to stop more water from getting in, then make a permanent repair.

Older Roofs, the 15 Year Roof Law and Citizens Forms
Under section 627.7011(5), Florida Statutes, an insurer may not refuse to issue or renew a homeowners policy solely because of roof age when the roof is less than 15 years old. For a roof 15 years or older, the insurer must let you have the roof inspected by an authorized inspector before requiring a replacement, and it may not refuse coverage solely because of age if the inspection shows the roof has at least 5 years of useful life left.
As a licensed roofing contractor, Home Pros fills out insurance roof inspection forms, such as the Citizens Roof Inspection Form, with photos of each roof slope. Sometimes a small repair, like a new pipe boot or a few replaced tiles, is what an older roof needs before the inspection. Ask your agent exactly which forms they need. See our guides to a roof inspection for insurance and the 4 point inspection in Orlando.
Orlando Neighborhoods and Nearby Cities We Serve
- College Park, Delaney Park, Thornton Park and Audubon Park: older homes, many built from the 1920s through the 1950s, with big oaks, low eaves and roofs that have been patched over the years.
- Dr. Phillips and MetroWest: lots of concrete tile roofs, where cracked tiles and worn underlayment are the usual leak sources. Dr. Phillips is in unincorporated Orange County, so permits go through the county, while MetroWest is inside the City of Orlando.
- Conway and the lake neighborhoods: many ranch homes from the 1950s through the 1970s with shingle roofs, plus lakefront homes that take more wind.
- Baldwin Park and Lake Nona: newer homes and HOA rules on roof color and material, so we match the existing product when we repair.
We also repair roofs in Apopka, Winter Park, Maitland, Altamonte Springs, Ocoee, Winter Garden, Windermere, Pine Hills, Doctor Phillips, Oviedo, Casselberry, Longwood, Sanford and Kissimmee.
Home Pros Roofing and Contracting was approved for The Good Contractors List only after passing their rigorous vetting process. Very few Florida contractors meet that standard, which is why you will find so few of them listed. Qualifying work is backed by the list's $25,000 third party workmanship guarantee, free to homeowners, so you can hire with confidence. View our Good Contractors List profile.

Roof Repair FAQs for Orlando and Central Florida
How much does roof repair cost in Orlando?
It depends on what is damaged, how big the area is, the roof material and whether the job needs a permit. A few lifted shingles or a cracked pipe boot is a much smaller job than storm damage across a whole slope. Home Pros gives you a free roof inspection with photos and a written price before any work begins. Call 407-766-4388.
Do I need a permit for roof repair in Orlando?
Often, yes. The City of Orlando says you need a building permit to replace or repair the roof on your home. Homes in unincorporated Orange County, including many with an Orlando mailing address such as Dr. Phillips, Conway and Pine Hills, go through the Orange County Division of Building Safety, and cities such as Apopka, Winter Park and Sanford issue their own permits. We tell you whether your repair needs one and pull it when it does.
What is the Florida 25 percent roof rule?
Under section 706.1.1 of the Florida Building Code, Existing Building, not more than 25 percent of a roof or roof section can be repaired, replaced or recovered in any 12 month period unless the whole roof or section is brought up to the current code. If the roof was built, repaired or replaced under the 2007 Florida Building Code or a later edition, only the repaired portion has to meet the current code.
Can my roof be repaired, or do I need a new one?
If the damage is limited to flashing, a pipe boot, a few shingles or tiles or one small area, a repair is often enough. Widespread wear, soft decking, leaks in more than one spot or damage past the 25 percent rule usually point to replacement. We inspect the roof, show you photos and recommend replacement only when a repair will not last.
Do you offer emergency roof repair in Orlando?
Yes. Home Pros is available 24/7. When a storm or a falling limb opens up your roof, we tarp it when it is safe to stop more water from getting in, then come back and make a permanent repair.
What should I do right after a storm damages my roof?
Stay off the roof and away from downed lines and hanging limbs. Take photos of the damage you can see from the ground and of any leaks inside, put a bucket under drips, and call Home Pros at 407-766-4388. Be careful with anyone who knocks after a storm and pushes you to sign right away.
What types of roofs do you repair?
Asphalt shingle, concrete and clay tile, metal, and flat or low slope roofs, on homes and on commercial buildings. We also repair mobile home roofs.
Why does my tile roof leak when the tiles look fine?
On a tile roof, the tiles shed most of the rain, but the underlayment underneath is what keeps water out of the house. When that underlayment wears out, or a tile cracks or slips, water can get through even if the roof looks fine from the ground. We lift tiles where needed to find the real source.
My roof is over 15 years old. Will my insurance company drop me?
Not on roof age alone if the roof is in good shape. Under section 627.7011(5), Florida Statutes, an insurer may not refuse to issue or renew a homeowners policy solely because of roof age when the roof is less than 15 years old. For a roof 15 years or older, the insurer must let you have it inspected by an authorized inspector before requiring a replacement, and it may not refuse coverage solely because of age if the inspection shows at least 5 years of useful life left.
Can Home Pros fill out my Citizens roof inspection form?
Yes. As a licensed roofing contractor, Home Pros fills out insurance roof inspection forms, such as the Citizens Roof Inspection Form, with photos of each roof slope. If a repair would help the roof pass, we tell you what it is and give you a written price.
Are you licensed, and what is The Good Contractors List?
Yes. Home Pros Roofing and Contracting holds Florida licenses CGC1527172 (General Contractor) and CCC1332789 (Certified Roofing Contractor). We are also on The Good Contractors List, an exclusive network that accepts contractors only after a rigorous vetting process. Very few Florida contractors are on the list, and qualifying work is backed by a $25,000 third party workmanship guarantee that is free to homeowners.
